Salary: $72,000 to $75,000 per year
POSITION SUMMARY:
The Director of Corrections and Overdose Recovery Programs provides strategic administrative leadership for the agency's corrections-based and hospital-based Opioid Overdose Recovery Programs (OORP), including the Lifeline Program and related re-entry and diversion initiatives. This position is responsible for the overall management, compliance, performance, and sustainability of multi-site recovery programs operating within hospital, treatment, and correctional settings.
Duties and Responsibilities:
The Director oversees program design, staffing, quality improvement, regulatory compliance, partner relationships, and performance outcomes while ensuring services are trauma-informed, culturally responsive, and aligned with Federal, State, County, and funder requirements. This role serves as a primary liaison with NJ DMHAS, the State Opioid Treatment Authority, hospital systems, correctional partners, and community stakeholders.
- Provides leadership and administrative oversight for all corrections-based and overdose recovery programs, ensuring high-quality, compliant, and outcome-driven service delivery.
- Establishes program goals, performance benchmarks, and strategic priorities aligned with agency mission, funder expectations, and regulatory standards.
- Monitors program performance and progress toward contractual and clinical outcomes, including service volume, engagement, retention, and linkage to care metrics.
- Ensures full compliance with all Federal, State, County, accreditation, and OORP regulations, policies, and procedures.
- Serves as primary point of contact with the DMHAS OORP Coordinator and State Opioid Treatment Authority regarding program operations, reporting, audits, and compliance matters.
- Leads implementation of standardized quality improvement and performance management systems consistent with agency-wide quality initiatives.
- Oversees accurate documentation, data integrity, utilization tracking, and outcomes reporting in AWARDS and other required reporting platforms.
- Directs, monitors, and evaluates program services through structured supervision, case review, documentation oversight, and performance evaluation to ensure clinical excellence and continuity of care.
- Ensures timely and effective response to referrals from hospitals, treatment facilities, correctional institutions, and community partners.
- Oversees implementation of trauma-informed, recovery-oriented, and culturally competent service models across all program sites.
- Leads continuous improvement efforts to expand program scope, enhance service capacity, and strengthen long-term program sustainability.
- Provides leadership and supervision to program managers, supervisors, peers, navigators, and support staff through regular meetings, individual supervision, performance evaluations, and professional development planning
- Collaborates with Human Resources on recruitment, onboarding, retention, corrective action, and succession planning.
- Promotes staff development, certification attainment, training compliance, and workforce engagement.
- Coordinates volunteers, interns, and training partnerships in support of program operations.
- Builds and sustains high-level partnerships with hospitals, correctional systems, treatment providers, funders, and community stakeholders to ensure seamless coordination of care and service continuity.
- Works collaboratively with senior leadership and external partners to strengthen referral pathways, discharge planning, re-entry coordination, and post-overdose engagement strategies.
- Represents the agency on interagency committees, task forces, and planning bodies related to overdose prevention, re-entry, and recovery systems development.
REQUIREMENTS:
- Master's degree in human services, Social Work, Psychology, Counseling, Public Health, or a related field required.
- Minimum of five (3) years of progressive program leadership experience within behavioral health, substance use disorder treatment, criminal justice, re-entry, or hospital-based recovery services.
- Minimum of three (2) years of senior-level supervisory or management experience overseeing multidisciplinary teams and complex service systems.
- Demonstrated expertise in substance use disorder treatment, recovery support services, trauma informed care, and evidence-based practices.
- Proven experience managing regulatory compliance, audits, contracts, grants, and performance reporting.
- Advanced knowledge of Electronic Health Records (AWARDS preferred), data analysis, and outcomes monitoring.
- Strong leadership, strategic planning, partnership development, and change-management skills.
- Exceptional written and verbal communication skills with the ability to represent programs to executive leadership, funders, and external partners.
